Sponsored Programs Administration helps ensure university compliance with research-related federal, state, and local regulations. SPA also promotes the ethical and responsible conduct of research and provide assistance to faculty, staff, and students engaged in research to facilitate regulatory compliance.
SPA is responsible for processing subaward agreements and amendments that are issued by the university to collaborating entities (subrecipients). According to University of Illinois policy, charges apply to appropriate sponsored project when first incurred. It may be necessary to initiate a cost transfer to reallocate or redistribute expenditures to a sponsored project subsequent to the initial recording of the charge.
Sponsored Programs Administration is responsible for setting up an award after a successful proposal. Below are the respective responsibilities related to this process.
Brian Rogers
Brian leads the Proposal Coordinator group, including the Pre-Award Shared Service (PASS) Coordinator, interpreting and advising on proposal-related university and sponsor policies and practices, and performing reviews for complex proposal submissions. Find Brian's department assignments here.

Robin leads the Sponsored Programs Administration functional teams of the lifecycle, responsible for proposal submission and review, agreement negotiation and execution, and the related electronic systems and communications.
Linda Gregory
Linda leads the post-award function teams of the sponsored project lifecycle that administer the award account setups and management, invoicing, reporting, and closeouts.
David W. Richardson
Dave leads Sponsored Programs Administration, supporting the research enterprise throughout the entire lifecycle of an externally sponsored project, from proposal submission to award closeout.
